Pulpit Commentary
Pulpit CommentaryVerse 21. - And the rest of the acts of Menahem, and all that he did, are they not written in the book of the chronicles of the kings of Israel? Nothing more is known of Menahem the son of Gadi, since he certainly cannot be identical with the prince of the same name who is mentioned as "Menahem of Samaria" in the inscriptions of Sennacherib ('Eponym Canon,' p. 132, line 17). This second Menahem is probably a descendant of the first, who was allowed a sort of titular sovereignty ever the conquered town.
