Pulpit CommentaryVerse 9. - The ruler of the half part of Jerusalem. Compare verse 11. The city itself does not seem to be intended, but rather the territory outside which was considered to belong to the city. This was divided into two portions, under two "princes" or "rulers," Rephaiah and Shallum.
