Pulpit CommentaryVerse 20. - Bless the Lord, ye his angels (comp. Psalm 148:2). That excel in strength. The angels that "excel in strength" - literally, are mighty in strength - may best be understood as those called in the New Testament "archangels" (1 Thessalonians 4:16; Jude 1:9), the highest of the glorious beings that stand around the throne of God (Revelation 8:2, 6; Revelation 10:1) and execute his behests. These are they that, in an especial sense, do his commandments, hearkening unto the voice of his word.

Ellicott's Commentary for English Readers(20) Just as in the highest revelation made by Jesus Christ the angels in heaven rejoice over the repentant sinner, so in the psalmist's view the mercy of Jehovah to his faithful people is cause for high acclaim among the hosts around the throne.
