Pulpit CommentaryVerse 17. - I cried unto him with my mouth, and he was extolled with my tongue; rather, and praise was under my tongue; i.e. I was so confident of being heard that a song of praise was already in my mouth, on the point of bursting forth.

Ellicott's Commentary for English Readers(17) And he . . .--Literally, exaltation (i.e., praise) was under my tongue, apparently a Hebrew idiom akin to our "on the tip of the tongue," i.e., ready at any moment for utterance.
