Citizens open with a rescue already completed rather than one still in progress: "he raised us up when we were dead in our graves, he bought us with the blood of his son." Past tense throughout — nothing here is aspirational.

The chorus turns that rescue into identity rather than just an event: "we've been adopted by the Father of love, our brother suffered on the cross in our place, we are kids of grace." Adoption, not just forgiveness, is the word doing the heavy lifting — belonging, not just being spared.

Paul's description of being predestined for adoption as sons through Jesus Christ, and his image of receiving the Spirit of adoption by which people cry out to God as Father, both sit directly behind the song's repeated title phrase. The bridge's honest admission — "even when we are so bad... his grace is greater than that" — keeps the adoption language from turning into a performance requirement; the belonging came first, and nothing since has managed to undo it.
